Elderly Health Centre Service Integration

To implement the primary healthcare direction set out by the Chief Executive in the Policy Addresses and advance the measures proposed in the Primary Healthcare Blueprint, the Primary Healthcare Commission under the Health Bureau will progressively integrate the services of the Department of Health's Elderly Health Centres (EHCs) into the district health network from Monday, 5 October 2026. Under the new service model, elderly persons will receive more comprehensive primary healthcare services.

The integration will be carried out in two phases. The first phase will cover nine EHCs: the North District, Yuen Long, Tuen Mun Wu Hong, Tsuen Wan, Kwai Shing, San Po Kong, Yau Ma Tei, Shau Kei Wan and Aberdeen Elderly Health Centres. The second phase will cover the remaining nine EHCs, with the integration expected to be completed by 2027-28. Upon completion of the integration, the number of service points will increase, and the overall service capacity of elderly health services will double. To inform EHC members of the service integration and subsequent follow-up arrangements as early as possible, the Primary Healthcare Commission, together with the Department of Health, will progressively issue letters to EHC members. Meanwhile, the EHCs will update their signage, and the Primary Healthcare Commission will also progressively refurbish the existing facilities and environment of the EHCs.

Service Arrangements

First-Phase EHCs

The first phase of integration covers the North District, Yuen Long, Tuen Mun Wu Hong, Tsuen Wan, Kwai Shing, San Po Kong, Yau Ma Tei, Shau Kei Wan and Aberdeen Elderly Health Centres:

  • Existing members with appointments for health assessments, chronic disease follow-up consultations, examinations or other services should continue to attend their respective EHCs on the scheduled dates. After receiving the services, staff will explain the subsequent service arrangements at District Health Centres (DHCs) or the Hospital Authority.
  • If you are waiting for a health assessment and have not yet been given an appointment date, you will receive services at a DHC from December 2026. To inform EHC members of the service integration and subsequent follow-up arrangements as early as possible, the Primary Healthcare Commission, together with the Department of Health, will progressively issue letters to members with details within 2026.

Second-Phase EHCs

The second phase of integration covers the Sai Ying Pun, Wan Chai, Kowloon City, Lam Tin, Nam Shan, Tung Chung, Tseung Kwan O, Lek Yuen and Tai Po Elderly Health Centres:

  • Existing members with health assessments, chronic disease follow-up consultations, examinations or other services should continue to attend their respective EHCs on the scheduled dates.
  • If you are waiting for a health assessment and have not yet been given an appointment date, please wait patiently. When your application is being processed, the EHC will notify you in advance by telephone or post and arrange a health assessment. If you have any questions, please contact your respective EHC.

1. Why is there a need to integrate the services of Elderly Health Centres?

Answer: In accordance with the Primary Healthcare Blueprint and the primary healthcare policy directions and related measures set out in the Chief Executive's 2024 and 2025 Policy Addresses, the Primary Healthcare Commission is coordinating the progressive integration of the Department of Health's Elderly Health Centre (EHC) services into the district health network. The integration aims to make more effective use of resources, reduce service duplication, and strengthen a prevention-oriented, district-based and family-centric community healthcare system.

2. Which EHCs will participate in the first phase of integration?

Answer: The Primary Healthcare Commission will integrate the services of the Department of Health's EHCs into the district health network in phases. The first phase will commence on 5 October 2026 and cover the North District, Yuen Long, Tuen Mun Wu Hong, Tsuen Wan, Kwai Shing, San Po Kong, Yau Ma Tei, Shau Kei Wan and Aberdeen Elderly Health Centres. The service integration is expected to be completed in the first quarter of 2027.

3. When will the remaining nine EHCs be integrated?

Answer: Depending on the progress of service integration rollout, the Primary Healthcare Commission expects to progressively integrate the services of the remaining nine EHCs---the Sai Ying Pun, Wan Chai, Kowloon City, Lam Tin, Nam Shan, Tung Chung, Tseung Kwan O, Lek Yuen and Tai Po Elderly Health Centres---by 2027-28.

4. Will existing EHC members continue to receive services after the integration?

Answer: Yes. The service integration will be implemented to ensure an orderly transition of services. Existing members with appointments for health assessments, chronic disease follow-up consultations, examinations or other services will not have their follow-up arrangements affected. They should continue to attend their respective EHCs on the scheduled dates. After receiving the services, staff will explain the subsequent service arrangements at DHCs or the Hospital Authority.

5. Do existing EHC members need to re-register as DHC members?

Answer: To facilitate future elderly health services arrangements, existing members are encouraged to register as DHC members free of charge. Elderly persons who have not yet registered as DHC members may do so through eHealth, at information points located at EHCs, or in person at a DHC. DHCs will then arrange appropriate primary healthcare services to promote elderly health.
